Due to the expansion of our Civil Engineering department, Lagan Construction Group are now recruiting for an Health, Safety & Environmental Advisor.

 

Role Overview

The role of the Health, Safety and Environmental Advisor is to ensure the N17 N18 Gort to Tuam PPP Scheme (Lagan Section) maintains and achieves the prescribed project health, safety and environmental objectives with delivery to a very demanding construction programme.

The HSE advisor will be a senior member of the project team upon whom other members of the team will rely, to monitor and provide HSE input, from design to implementation, at a contract and site level across the Lagan managed 22km South Section of the Gort Tuam motorway scheme.  

In summary, a rewarding role that places the successful candidate at the centre of this prestigious highways infrastructure project assisting and reporting to the Senior Management Team.

 

What you’ll do

The following reflect the main tasks associated with your position and are not intended to be exclusive or exhaustive

 

  • Implement and maintain the established HSE management system.
  • Ensuring compliance with HSE legal and contractual requirements particularly health & safety management, waste management, noise and vibration.
  • Develop and provide HSE training for all personnel engaged in the design and construction of the works including inductions, tool box talks etc.
  • Co-ordinate between the HSE specialists and the construction teams.
  • Review and approve the HSE sections of construction method statements.
  • Co-ordinate with other contractors regarding cumulative impacts on adjacent worksites and on the Site where the Employer or Others are working.
  • Monitor and report on HSE objectives, targets and key performance indicators.
  • Review proposed changes to the method, design or Works Information, to ensure that environmental impacts are not greater than the original design/ method and that mitigation measures are changed appropriately.
  • Programme manage and prepare environmental consent applications.
  • Provide advice and instruction to construction teams to rapidly and effectively deal with HSE Incidents and complaints.
  • Support the Contractor’s procurement personnel to ensure that procurement incorporates sustainability and Responsible Procurement Principles.

  • Liaise with the Employer and Others, such as the local authorities, the Environment Agency, NPWS and the OPW, as necessary and in conjunction with the Project Manager and client.

  • Analyse individual HSE Incidents and complaints to identify root causes, corrective and preventive actions needed, trends and strategic actions.

  • Manage environmental monitoring including noise, vibration and dust, and the analysis of monitoring results and actions.

  • Undertake audits of the Contractor and Subcontractors to ensure compliance with legal and contractual requirements.

  • Undertake regular reviews of the performance of personnel and contractors with regard to meeting the HS&E operating standards.

  • Deliver training and advisory sessions to personnel and contractors in conjunction with HR teams.

  • Accompany external auditor on monthly audit.

  • Attend pre-appointment meetings, review safety documentation and discuss safety requirements with subcontractors prior to their starting on site.

  • Ensure health & safety plan and all other HSE related project plans are maintained current and adequate.

  • Ensure AF2 updated and displayed.

  • File all documents in accordance with the Safety Management System.

  • Implement disciplinary code.

  • Attend meetings, carry out inspections, write reports, maintain records and conduct briefings as required by the Project Manager.

  • Update staff safety training schedule.

  • Review plant certificates and keep plant and equipment certification up to date.

  • Conduct incident and accident investigations.

  • Liaise with H.S.A. inspectors.

  • Develop safety initiatives and submit suggestions for improving the safety management system.

What you’ll bring

 

Essential:

 

  • Appropriate qualifications – e.g. NEBOSH.

  • Experience working within a construction environment

  • CMIOSH or working towards

  • Demonstrable experience in a safety advisory role

  • Excellent HSE legal knowledge and practical application

  • Experience of advising in a multi-site environment

  • Experience of delivery of HSE training

  • Competence in incident investigation

  • Proven ability to influence and promote a positive safety culture

  • Ability to express ideas clearly in verbal and written formats.

  • Relevant IT skills covering Microsoft packages, web based document management systems, email, etc

  • Professional, personable and results focussed.

  • High level of employee focus, business pragmatism and understanding.

  • Team player who knows how to build and sustain relationships.

  • Membership of recognised professional body e.g. IOSH, IEMA.
